Do airbox -> carb boots go on in any specific way?

I just bought all new boots for my airbox, and for the life of me, cannot figure out why they will not line up properly with the carb.

Now for some reason, bikebandit accidentally shipped me 3 outer boots and 1 inner boot instead of 2/2 (but they appear to be the same, hmmmm). So here's the layout

Carb#1: outer boot
Carb #2: outer boot
Carb #3: inner boot
Carb #4: outer boot

you'd think everything would fit except #2, but it's the boot to carb #3 seems to fit just fine and dandy. Anyone have some tips for getting this all back together? It's killing me!!
