It has been discussed here, and I have a unique tool that does the trick very nicely.
Well, I have devised a way to duplicate the tool, and improve it.
get a flapper wheel, 1/2", plenty deep.
Soak it in water and freeze it. (bear with me!)
Now, carefully saw that puppy in half down the center of the flaps, making it two 1/4" flapper wheels. Stop before you hit the hub, of course.
Now you have a flapper wheel (once thawed and dried) that does both sides of a fin!
Also, for the less adventurous, I saw some nice narrow but deep polishing wheels in the Dremmel isle last weekend that would work nicely.
