RustyBronco has been trying to help me remove my fuel tank lock cylinder. I obviously have a lot less skill and patience than those who have used this method.
I stumbled across an alternative method (no not a drill, although I was tempted). It takes a small tiny set of eye class/electronics screwdrivers.
If you remmove the two phillips head screws holding the bottom tank side lock mech off you can see the two pronged bottom of the lock cylinder. Surrounding the movable part of the lock cylinder is a tiny small rubber seal. using the smallest size flathead you can remove this seal.
When the seal is removed you can see that part of the cylinder is cut back. If you use the small sharp part of the second smallest screwdriver to wiggle in this space it depresses the cylinder lock mech.
I was truly just unable to access the relase mech from the top as RustyBronco did. Hopefully this idea will help some others out in synching lock or removing tumblers if necessary.
