That's correct as long as the wheels are original to the bike
The GS750C (1978) does have a VIN number GS750-32604 and up ...

If the VIN does not have a letter in the stamping then it's the standard model - not an E. The E models have an E after the 750 in the stamping on the the frame and on the VIN sticker. You can only tell the year by the frame number - engines can be switched. Your buddy has a '78 GS750.
edit: Found this on the internet, very helpful for pre-1981 model, year identifications. Search for "book_motorcycle_identification.pdf"
