Personally, this doesn't seem unusual. I recall the several countdowns to "40 days". But the increased population has put a lot of people where there weren't any before. Summer droughts-now that's unusual.

A nice size storm just rolled into the greater Seattle area. Predicted 60 mph winds up where we live, LOTS of rain for the next 24 hours. We'll most likely loose power, but hey at least we've got a roof over our heads...unless a tree falls on it
Flood advisories all over the place, but so far a lot of them are minor to moderate.

A tree went down in our neighborhood two nights ago just down the street from us. Likely what caused our power outage that morning.
The rain in the greater Seattle area has all but stopped. Forecast looks like mostly dry weather the rest of the month. That's good, we've had enough rain for two Novembers.Ryan

IMO, this is continuation of a noticeable trend in oddity since at least the mid 80's...not a sudden change.
that said, here, I didn't have puddles in the yard.
And, there's an overlay too. More people in the valley floodplains against common sense. Widened highways untested by just such an event. Some snow in the mountains that may have contributed. Burned-off areas or logging that don't help either.
