how tight should the lock nuts be on a 750

im trying to adjust the valves on my 81 750e and the lock nuts wont budge. im applying what i thing should be enough force (bike rocking side to side) is this normal? should i just force them? also im doing this while the bike is cold.

Service manual states 6.5 - 8.0 ft/lbs for those adjuster lock nuts.

However, they need to be very tight - you don't want them to come loose & have a renagade nut rattling around your top end. Bad things will happen.

alright because I'm using the ol 9mm wrench and wood screw technique and they are not budging and i just don't want to break anything, or strip a nut.
