The manual is a pretty good step-by-step, but it is totally lacking on the details for someone who has no knowledge of the bike.

Currently I have the cylinder block AND cylinder head on the bike. I was trying to put the cams in, and there was not enough slack to fit around both, and the chain would not move.
If you are looking at the pdf file from BassCliff, it is page 118.

He didn't have the tensioner out when he asked the question?
I figured that between you and Ed, that was already a given.

I had this exact same problem today (albeit on my GS400.) I took my cylinder head off and was able to crank by hand about half a full turn before it would get stuck. I shall now check for the cam chain bounding around the bottom sprocket. Just to reiterate the above advice; I should be able to hold the cam chain up with one hand (creating a tension) hopefully freeing the potentially bound chain and be able to crank a full revolution by hand?

When you pulled the head off the top, you probably also jiggled the cylinder block, which will disturb the baske gasket, likely tearing it.
It would be a shame to get it all back together only to find that the base gasket leaks and you have to do it again.
