NEVER SNEAK UP ON A SLEEPING DOG..NOT EVEN YOUR OWN.
I would rather trust my bike to a "QUACK" that KNOWS how to fix it rather than a book worm that THINKS HE KNOWS how to fix it.

Couldn't have had a better bolt break off! You've got the head and the thread showing. Heat heat heat. Some vise grips and a long wrench (or more vise grips if it's too rounded). Also, I highly recommend these: http://www.sears.com/craftsman-10-pc...p-00952166000P
They've gotten more stripped bolts out than I can count. (Even without heat)

One trick I've seen but never used, is heating the surrounding area up and sticking a candle on the threads. The wax melts and sucks into the threads and out comes the bolt! Better than any penetrating oil I've ever seen.

heat the surrounding alumium it will heat quicker than the steel bolt and should expand therefore free up
by heating the bolt you make it expand and harder to get out

DON'T use vise grips, use a small Stillson wrench. The more pressure you put on it, the tighter it grips.
And since it looks to me like the head of the bolt is on the bottom of the cylinder, the hole isn't likely threaded, so it can't be siezed. Just gently rock it back and forth until you can knock it out through the bottom.
