    Batt voltage reads 11.7

The carbs are getting fuel from the tank for sure.

I checked for spark and the plugs are giving spark.

When I go to turn it over it does not try to start or cough at all just cranks.

Could i have killed the RR?

As a general rule, sudden and intermittent changes are usually always electrical. I agree to leave the carbs alone for a moment till it is at least running again. Pull a plug screw driver into the end and hold close to engine block. Crank engine and see if you are getting a consistent spark . The spark should also be blue and not yellowish. Check 1-4 as well as 2-3.
      It probably is not firing.

What is the best way to check if the RR is fried? All the wires look fine.

Anything under 12 volts your ignition is not going to work properly.
A motorcycle battery is a 14 amp battery and and should not be placed on a 500 amp car battery and if the car was running then even more amps was sent to that poor little battery

Do the first part of the quick test to see how much you battery drops under the fixed load. If you are 11.7v no load that is not good and you need to charge the battery. The R/r can come later after it is running and you complete the quick test.

Just try and charge the battery first, if it won't come up or won't stay up in the 12 volt + range, then buy a new one. Even with the bike not running there some tests you can still do that would be helpful in pin pointing the problem. But you have to have a good strong battery first.

Good point! Just do first two steps.
You say you got spark, now make sure plug wires go to correct plugs, left coil fires 1 and 4. Using a running vehicle to "jump" is sometimes bad news for the ignitor, so next time beware!
You don't need a working R/R for bike to start and run.

Hope the charger isn't over 2 amps. Any thing higher could fire the battery if left on too long.
