    can I make this assumption?

The person I bought the bike from knew very little about bikes and had it a short time but told me a buddy was building up two of them, both GS 750's and needed to sell one and gave my op the choice.

Lots of stuff to do on it before I could get it really road worthy again but the one thing I have noticed is it doesnt burn a drop of oil. I just passed 2500 miles since my last oil change and I have topped it off with maybe a table spoon of oil in all that time. I found the same with the oil change before this one.

Can I assume the engine had been recently rebuilt?

I wouldn't assume it's been rebuilt just because it doesn't use oil.

It had 27,000 and change on the odometer when I got it. I just figured by then it might have started using oil but truth is .. I have a lot to learn about how the engine actually works and what causes oil consumption. I thought it was worn cylinders.

Yes, worn cylinders can cause oil consumtion, but I would not expect to have the cylinders worn enough for that to happen until well after 100,000 miles.

Worn rings are another possibility, but usually after 100,000 miles, as well.

Valve seals are another oil leak location (that does not show as a drip), but they can happen much sooner. Not sure if it's non-operation or excessively-hot running that kills them, but they can die considerably before 100,000 miles.
