According to the chart that I have, it should be turning 4186 RPM at 70 mph.
Slow it down to 60, it should be turning 3588 RPM.
The gearing is different for just about every size engine. They are geared so they are spinning fast enough to make the power necessary to handle the speed. As an example, my 850 used to turn about 5000 RPM at 70 mph. I have changed the rear wheel, so it's now closer to 5400. My son's former 650L is closer to 6000 RPM at 70 mph.
