The plan was to ride it for a while, but since my brother in law that gave me the bike is dragging his feet on giving me the title I can't get it plated. So it looks like I should start with replacing the valve cover, stator cover, clutch cover, oil pan seals? Do I scrape off the old seals and grind the edges?

Well, I hate to tell you "I told you so", but I'm going to do it anyway, I told you so. And so did several others.
Actually, before unloading another squirt of cleaner on the engine, I would be hounding the brother-in-law for the title.
That is ... unless he is going to pay you to clean and work on HIS bike.
After all, until the title is signed and transferred at the DMV, it's still his bike.

I would do nothing on the bike without having the title. Without that, all you have is a pile of parts.Komorebi-The light filtering through the trees.
I would rather sit on a pumpkin and have it all to myself than be crowded on a velvet cushion. H.D.T.

I have no concern whatsoever with getting the title. The bike was given to me with the agreement that I would have wait until around December to get the title. Every bit of his belongings is in storage because they're in the process of moving. Once they move into the new place and get everything out of storage, including the title, then he will give it to me. I'm very close with the guy so there's not an issue with me thinking that I won't get the title, it's just a matter of time.
