In my experience it will not. It will let water in somewhere and run all over eventually leaving you with a plastic shell full of rust.

Too late now but I'd use Por-15 or similar paint if the frame is rusty. That stuff is designed for painting over rust and you can just brush it on. Superior stuff to rattle can Rustolium.

Ed may have the best solution, but Plasti-Dip, if applied right, is damned durable stuff. Hell, it was made for pliers, so it can deal with wear and tear. YMMV

          Try an epossidic primer.

I'm with ed as well. Por-15 was designed be applied over rust with minimal prep, and is damn near bullet proof. That's what a lot of hot roders use to prep the frames of their cars. Otherwise for an adhesion coating, i would use a self etching primer. Just make sure the surface is clean before you spray it on. The self etching primer has a mild acid in it that puts small pockets in the metal so the paint has something to stick to. Self etching primer is awesome with aluminum, since aluminum isn't as porous like iron or steel.

I'm not painting aluminum. It's not rusty, it's galvanized.

I would have just painted the wheels and called it a job....We used to think my uncle was crazy. If he didnt have time to wash his car he'd pull up to a hose, rinse and wipe the wheels proclaiming that when the wheels were clean the whole car looked cleaner...and darn it if he wasnt right.....

Tried epoxy paint on the fenders which are galvanized. Flakes off very easily. Been doing a bit of research, think I'm onto something that might work....

                    Yeah, nicer wheels would help.

they are my pushers for chemical stuff, they are not resellers, they are producers, they know their stuff

scroll down to: ZN epoxy primer and you will read (my liberal translation):
[ZN Epoxy Primer is a two component epoxy primer passivating and anchor for metal surfaces. It prevents and hampers the spread of rust and has a powerful adhesion to metal surfaces. Particularly suitable on aluminum and galvanized steel.
                      Tested on alu.

We used to strip and paint galvanized school buses in the 80's. Acids that etch the surface allow the paint to stick as good as it can. Check out the link HERE it might help.
