stripping and repainting all dash pieces

not sure what u call all the pieces you have on your bars but they got rust and have aged so i was gonna try and redo them and install my new bars at the same time to clean it up a bit. i tried soaking the pieces in paint thinner but it didnt get it all off and it sat for 2-3 days didnt really do a good job at all, anything youd recommend to use? i got enamel spray paint in matte black to paint it. paint, dry, sand, repeat.

any clear-coats you guys would recommend to protect the paint?

Paint thinner is for thinning paint, paint stripper is for removing it. Personally I can't stand the smell or the mess, sandpaper does a great job.
