Yep, that's what PRI is on there for. Personally I don't see the need of draining the bowls first, PRI for a couple of min. then it should start. Don't forget to put back to ON position. Yes, the bowls are likely dry from sitting all winter. Typically, put petcock on PRI (prime) for 20-30 seconds to fill the bowls, Then turn the lever back to ON or RES (reserve). This will work better for you with the bike on the center stand.
Did you have the choke on full when you tried to start?
Resist the urge to twist the throttle when trying to start.
If still no start, I'd move to checking spark.
What model 83 GS750? E, ES, S, or T? .

Orrrr…. You could just pull each plug one by one, put it back in the cap, lay the plug threads against the head as you press the start button, and witness if each plug sparks or not.Rich

Glad you seem to have it sortied. But if you didn't check the old plugs for spark, you don't know if your issue was not enough and/or old fuel, or 1 or more plugs gone bad. I'd want to know. You should not have needed the starter fluid. The fact you did leaves me wondering if you have a fueling problem/ gummed up carbs. Any more hard starting after this would have me tearing down the carbs for a full dip/clean/new o-rings. Report back after you have consistent starting and running w/out the aid of the starting fluid.

yes i agree.. should have checked the plugs first ...the plugs did look like *@%^$*@%^$*@%^$*@%^$ they needed to be changed and the little gas that did come out of the bowls was a little dark that needed to come out so far so good bike runs good and starts right up .its a very cold running bike always was

Draining the bowls certainly didn't harm anything. But I wonder if draining fuel from the bowls, that has been sitting there since last fall, then refilling them with fuel that has been sitting in the tank since last fall will accomplish much. When is the last time you checked valve clearances?
With clean carbs and good valve clearances, these bikes start quicker than some fuel-injected machines.If you're not living on the edge, you're taking up too much space.
