I take it, you have replacement needle valve seats and needles? Last time I replaced a set in a set of BS Mikunis that had sat for 15 years, I essentially destroyed the valve seats extracting them. They were stuck in with gum and residue. I used nail puller pliers to grip them and wrestle them out.
You can carefully drill off the screw head. Remove the retaining plate and then pull out the valve seat. With the tension removed on the screw thread it should be easier to turn. And the seat out of the way you should have enough room to get a small vice grips or pliers on the exposed screw thread to turn it.
Be really careful removing the hinge pin on the float. Folk try to tap them out and end up snapping the float mounting post. The best way is to lever between the pin head and it's post with a small screw driver. This way you are forcing the pin to slide out, but aren't exerting a sideways shock load on the unsupported posts.

It's fiddly work, but LH drill bits work well for drilling out broken fasteners. Or, try some needle nose vice grips. Be very careful to not break off the float post while doing this work. Heat and penetrating oil may help.
Another thing that helps greatly with this sort of problem is a set of #2 & #3 Vessel Impacta screwdrivers. You will need these to ungang the carbs anyway. A proper carb rebuild cannot be completed with the carbs ganged together. Please check my signature for several useful links, including the carb rebuild tutorial and a source for carb O-rings.
