Check the throttle cable for binding.
Check intake clamps not interfering with the carb linkage.
Are the carbs in the boots the whole way?

the throttle cable and linkage moves freely. the carbs are in the boots all the way and the boots appeared to be in good shape no serious cracks or anything that i can see.

Leaking carb boot O-rings will cause what you describe.

Can you see play in the throttle cable at the carbs when you slightly rock the throttle?

theres enough to allow the fitting to rotate in the linkage smoothly
