So I have a new diaphragm to put in , should there be a spring behind it in there or not ? I'm thinking there should be but I can't find pics of the insides anywhere to double check ?

I opened up the petcock on my gs450e 8/83 to find the PO had just cut the guts out of the old petcock diaphragm and put it back together .

Yes, there should be a light-weight spring that pushes the diaphragm in to the closed position.
Vacuum pulls the diaphragm against that spring to allow fuel flow.
