First things first, adjust the valves.
Then make sure the ignition system is up to snuff.
Then use a proper tool. Morgan Carbtuneis among the favorites here.
Order? Since #3 is the "master" carb, everything is synched to it. The Suzuki manual says to adjust #2 so it matches #3, then set #1 so the ball in the factory tool is about half a ball higher than #2&3. Finally, set #4 to match #1. How much higher is "half a ball"? There are no numbers on the factory gauge, but most guesses are about 1 cm of mercury. If you have a header on the bike, set all the vacuum levels the same.
RPM? There are discussions on this. The factory manual says "1500-2000". Before I saw that, I had always done it closer to idle speed, about 1200. Some will do it at highway speeds, or 4-5000 rpm.

Hi,
You'll find a carb sync guide on my website. Also on my website is a link to Mr. bwringer's website where he has another carb sync guide.
Thank you for your indulgence,
