Throttle Cable Pulley Stuck On Throttle Shaft

I've just begun the process of rebuilding the carbs on a 77 GS750 I bought a month ago. I'm following the instuctions in the VM Carb Rebuild document and I'm at the point where you remove the throttle shaft. I removed all 5 bolts attaching the throttle shaft but the throttle cable pulley seems to be as attached to the throttle shaft as it was with the bolt in. I hit it with a bunch of PB Blaster and attempted both pushing the throttle shaft through and twisting the throttle shaft, no go.

Any ideas on how to get this unstuck? Or maybe I'm missing something?

In the absence of any other idea I think I might just take a hammer to it, I'll see how that works out.

Perhaps you're missing a fastener someplace? I should come out fairly easy.

Did you remove that clip that keeps the throttle bar from sliding? It has a single screw and notches into the throttle bar.

Yeah I removed that clip (The screw that attaches the clip was an absolute pain too, had to take an impact driver to it)

The throttle bar itself will slide side to side, except for the fact that the throttle cable pulley is still attached so it can't move very far.

My initial thought was that I was missing a fastener but the throttle cable pulley is not very big and I've been staring at it a while, not sure what I could be missing.
