HELP! 1982 gs550l runs worse with fiters on...

OK so I've been building my bike for months now, figured out the ignition problems and now I'm with the carbs. I dipped and soaked for days, replaced all o rings etc... everything that the ppl on this website asked me to do. I put a stage 3 dynojet kit in it and gave custom 4 into 2 exhaust. Now my problem is that it'll only idle when I have the gas full throttle but will die other wise. Since I'm doing body work to the gas tank I havefunnes my gas supply and yes the vacuum frm the Carb is capped. Now here's the odd part, when it is about out of gas and none is spitting from the intake of the Carb it idles and runs perfect but when I fill it up it only idles with the gas full throttle. Also when the k&n pods on it it runs even worse. So this is what I'm thinking...its getting way to much gas. OK well the mains only kick in at 1/4 throttle right? So why is it sucking in so much gas?

How many turns out are the mixture screws? When you adjust the main idle screw, what happens?

Nothing happens when the idle screw and 2 times out. Is in lean out rich? Should i start at 1 1/2?

Yea, turning in leans the mixture but I'm surprised the idle screw isn't changing anything. Actually it sounds like it's too lean if it's dying without throttle. Set your screws to three full 360 degree turns from lightly seated and work from there.
