Have you checked your float heights on the bone-dry carbs? I did that and got mine running. Check out bass cliff's website for the float heights.

Have you checked the bowl vents that are open to the atmosphere,I believe there are 4 seperate tubes (hoses) that hook to the bowls that are the fuel bowl vents. Unless they have been removed etc. If hooked together, blocked off etc. the bowls won't fill up properly. If you had compressed air,Turn the regulator way down for test purposes, remove all the needle and seat assys.and apply some air or spray carb cleaner into your fuel inlet tee and block off the two inside carbs and see if there is a restriction between the #2 & #3 carbs and the outside #1 & #4 carbs.
