hi, so here is a status update but I still need help if anyone can offer something for me....
FAIL #1:
-I drained the gas out of the tank
-I took out the petcock
-I took it all apart and it was super clean and no tears in the diaphram etc...
In the end I realized that my gas tank has no PRIMe function:
1)It has FUEL - which allows gas into the tank which is above the little pipe thingy in the filter.
2)it has RES - which once all the gas is gone down to the pipe opening allows for more fuel to flow
3)It has OFF - which blocks all fuel from flowing from the tank to the engine
ok so after realizing that it was not the petcock, I narrowed it down to the vacuum suction not working which I presume comes from the turning of the engine....so....
FAIL #2:
I tried putting gas directly into the carbs by using a syringe into the actual clear pipe into the carbs. I filled it until no more would go in and tried to turn over the engine without success. I put the airbox on and put the choke on and still no start.
FAIL #3:
I opened the valves at the bottoms of the Carburators(bear with my terminology if its incorreect) and drained all the gas in case it was old(it was crystal clear, no gummed up gas that might be clogging stuff that I could see. I put new gas like in Fail #2 and checked to see it was going into the carb bowls which it was. Choke on and attempt to start and neg.
Engine turning just no catch. No throttle being used as choke is on...
I checked the spark plugs and tested they spark fine. no gas on them.
Out of frustration I blew some brake cleaner into the airbox and the bike roared to full throttle and then shut off......I just needed to hear it purr!!!

I am lost at what to do. FOr some reason, the bike cant get gas from the carbs into the engine so it can fire up. Any thoughts. Here are some photos.
Could it possibly be electrical issues? There are 2 green wires that are coming out the main electrical snake coming from the front that are labelled gas tank but they actually don;t connect to it so I think that I labelled them incorrectly:
