Does this look like some kind of liner

When i picked up this 85 gs450 i noticed there was black ick in the tank. The bike has sat since 08-09 with 1/4 yo 1/2 tank gas. Gas was still liquid and thin but if you rubbed your finger on the bottom it would leave a black film on your finger. I have worked with electrolysis for about 5 days changing it and cleaning the anode 2-3 times a day. No more rust . When i pulled the petcock (Was no good anyhow) the black stuff was all laying by the petcock. I flushed it pretty good Have a few small pin holes that are leaking but they are all up high none on the bottom. I have never seen anything that was black and orange. The tank looks like the inside has been etched pits everywhere. What does this crap look like to you. I am beginning to think the tank is junk but i will keep messing with it. 85-gs 450l tanks are hard to come by. Has nice paint and not dented up.

    Looks like rust to me.
I'd seal the tank with POR-15.

Yes. It appears to be a rust liner.
