alright so I got my tool in the mail today and measured all the shims. Took one out at a time and put them back in.

      Intake

      cyl 4----------cyl 3----------cyl 2-----------cyl 1
      2.60mm------2.57mm------2.62mm--------2.56mm

      exhaust
      cyl 4----------cyl 3-----------cyl 2----------cyl 1
      2.62mm------2.69mm-------2.72mm------2.74mm

SO there all in between 2.56mm-2.74mm
And I cant get the 0.038mm feeler gauge between the shim and roller.

What sizes would you recommend for this now?

I take it that those are measurement numbers and not the numbers stamped on the shim. Keep in mind that shims usually come in .05mm increments. There are some oddball + sizes that are in between. If you measurements are accurate then I'd start by moving some of the intake shims over to the exhaust side. Another words moving a 2.60 shim in place of the 2.7 locations and see what the gap is at that point. You'll probably going to have to buy some 2.50 or even 2.45 shims for the intake side but you may get lucky and be able to do most of the exhaust with what's in the intake. cylinder 1 exhaust may even be replaced by cylinder 3 or 2 exhaust. Just depends on how much gap you actually have.

I got some $1 coins finally and got to move some shims around and this is what I got.

            Exhaust
            cyl 4-----------------------cyl 3----------------------------cyl 2--------------------------cyl 1
            .076mm fits---------------.076mm fits--------------------.076mm fits------------------.076mm fits
            .102mm fits---------------.102mm doesnt fit-------------.102mm doesnt fit-----------.102mm fits

            The intake side I have no shim that are working. I have a 2.65mm, 2.70mm, 2.70mm and a 2.55mm.

The 2.55mm wont even allow my .038mm feeler guage fit between them on the intake side.
