choke plunger won't go back in

OK, here's the run-down on what happened:
    1. Choke knob was (is) stuck
    2. searched forums and read that I could open the choke manually near the carbs by pulling the plunger. I didn't note how far out the plunger was before I pulled it but I'm pretty sure that it isn't returning to it's original position when I let it go because...
    3. Bike starts right up without pulling on the choke plunger (knob still stuck) but it is idling really high.

I haven't ridden the bike since late may but before then everything worked fine. Based on what I've read in the various "choke knob stuck" forums I'm leaning towards replacing the choke cable but I'm wondering if that will fix the apparent choke plunger issue. If not what might be wrong and how do I fix it?

New cable will probably let plungers retract all the way "off" . Remove gas tank to access cable attachment, disconnect and manually pull "choke" bar and see if it springs back.
