I'm voting for needle and seat or float that may have shifted from fall over and could be hanging up on the inside of the carb bowl.

When it's humid outside condensation collects inside the pipes and then drips out. The OEM pipes have drip holes even to keep the baffles from rusting too fast.Ed

You may want to measure the fuel level using the clear tube method. That will tell you for sure if the fuel valve is working properly.Ed

Trying now to get into the cyl head to check it out. If thats the case its just a matter of replacing the gaskets and o rings but getting there is a bit of trouble and getting back together right.
