I don't understand how you will be getting "extra vacuum" by using a shorter hose.

I spliced my original hose into the new hose i bought because i couldnt get it onto the carb inlet, hose diameter was too big. Im thinking it could have a little leak and is pulling in extra at the old and new hose connection? Possible?

New oem hose and clamps on order

If you have a leak between the two hoses then surely you have less vacuume (a leak) not exrtra.
