I've swapped out my needles and seats and checked my float heights. Everything seems on point but it still does the same thing. Very puzzling.

We'll personally I would take off the tank and swill the debris out reinstall and remove the xtra filter this filter can and will likely cause running problems and I was wondering if when running the level in the bowls is low so when you finish a ride there is little fuel in the bowls this may be the cause of having to prime before it will start.
these filters are generally designed for a pumped or pressurised system and the Gs is gravity fed thus restricting the flow. The big guy up there rides a Suzuki (this I know)
