So am i missing something when looking at parts fiche for the carbs? The C model shows the manual lever but the others show the cable actuator assembly. I was always in the belief the C and E BOTH used the manual lift lever to engage the chokes.

I don't remember the choke cable with anything but CV carbs. And it didn't take long to find it was a mistake, the manual lever worked a lot better with no problems. No, the 78s had the lever on the side of the carbs and the 79s had the cable up to the top clamp.
The fiche includes both years, for some reason.

Both the C and N carb configuration are shown in the 78 and 79 fiches. So, I'm suggesting you double check the fiche
BTW, your handlebar pad swap request shows the 79 choke pull hole1978 GS 1000 (since new)

Should have said I didn't know the 1978 1000E didn't have the cable choke. I assumed all 1000E's did.Ed
