    1981 GS450 Horn

My horn has stopped working. I've tried another horn, same result and the return wire is ok. I've been looking at the circuit diagram and it seems a B/W wire coming straight from the regulator supplies the 12V to one side of the horn switch and a green wire then takes the 12V to the horn itself. Does this mean that 12V is present at the switch even with the ignition switch off? I need to work this out as I plan to install an aftermarket switch, if the problem is the switch itself, rather than trying to fix the original as I've read stories about the whole assembly "exploding" when it's opened. Also, what current does a horn draw? Thanks in advance.
