Not too many parts to it, so start checking.
There are two wires near the back of the tank that connect the sending unit to the gauge. Take them apart and connect the two on the bike side together. The gauge should go to full-scale. If it does, your problem is in the sending unit. BassCliff has a page on his site for Fuel Gauge Send Unit Repair, written by Jethro.
If the gauge does not go full scale, the gauge is what needs attention. Check all the connections inside the panel, sometimes there is a bad solder connection to the wires.

Cruddy Reostat
It's a simple reostat so maybe there's some rust buildup or trash in the gas .
I bought "spare" tins for mine and when they arrived the tank was way rusty inside, including the fuel level sending unit. I removed and soaked it in Evapo-Rust for a couple of days to clean it up. It has been working great.sigpic
