      FINALLY FIXED.

Thanks to everyone for all the input and all the ideas provoked. I would have still been stratching my head otherwise.

The problem was two fold. Hard to believe but the front brake switch was stuck in the on position. There's a little plastic dohickey that slides in a channel that the front brake lever contacts. That was stuck in the on position. I took off the lever and the switch gave it a clean and it was functioning properly again.
But still both filaments were on. What the....?
I try the rear switch without the spring.
Presto. The spring was holding out the plunger just barely enough to keep the brake light on.
I'm guessing the rear brake switch housing had turned in its threaded base from vibration just enough to keep the switch on.
I adjusted the spring and ta-da, the brake light now works.

Of course these are the things I should have checked in the first place. DOH!
Well, now I'll know for future forum members that have the same issues.
CHECK THE SIMPLE THINGS FIRST! DOUBLE DOH!

Thanks again to everyone who pitched in.
