    is my regulator bad?

i read and peformed the charging system quick test that i found on here, just performing it to see if ok. results were that my voltage was lower than required on test, really lower. i checked water in battery, charged and cleaned all connections and still had same results.
    1. key off 12.5 norm 12.7-12.9
    2. key on 10secs 11.9 norm 12.2-12.5
    3. 1500rpm 11.9 norm 12.6-13.2
    4. 2500rpm 12.5 norm 13.5-14.0
    5. 5000rpm 13.4 norm 14.0-15.0
    6. key off 12.5 norm 12.8-13.0

read in clymer book to do this simple test. remove 2 fuses that go to orange/red and orange/green wires. connect voltmeter. start and run
at 5000rpm. reading should be 14-15.5, i got 16.5 replace regulator? does this sound right, i am always second guessing myself. any extra advice will be great! thanks dee

Download " The Stator Papers" from here & follow instructions.

It's possible you may be lucky & only need to run a good ground from the RR direct to the battery.

It looks like your battery is down (under 12V in less than 10 sec with just key on). You should charge it over nite.

The stator is doing something as you are getting to 13.5V and the R/R is passing it but can't tell if it is actually regulating or the stator output is down. It is possible the stator is on the way out making the battery chaarge state low.

It is possible you could charge over 14v (from 13.5V at 5000 rpm ) with a better charged battery. If that is the case then you should go through the detailed the grounding mods (like adding the ground wire as Dan suggested) and then do the Phase 1 tests. See the link in my signature.

charged battery overnight, at 5000rpm i got higher than 14.8 (15.6), next level, blk lead to + battery and red lead to rr red wire, 12.5. took and cleaned all wires, fuse box off checked and cleaned wires and fuses. checked again, .02 -.05, kinda jumps around, wont stay on any one number very long, not higher than .05 though. do i still need to recheck and clean? the neg output wire to rr was .02, so that was good.

.05V seem excellent. So what is the charging voltage a 2500 and 5000 RPM?
