My 1980 GS1100E that I recently purchased is running beautifully. I was surprised that it had lots of blown bulbs (headlight. Tailight, instrument panel illumination, neutral and high beam indicator bulbs. I replaced them all and since then decided to check the voltage out put. I read the battery as I started the bike and at 3000 rpm on choke the voltage was 16.4. As it came down to idle it settled in around 14 volts. Is that normal?

Your R/R has failed, or has bad grounds. One of the most common of all GS issues.Ed

Yes the regulator is bad. Usually clean grounds will increase the voltageComment

and as others are saying either check the connections on the R/R or swap out the regulator.
The old style (single SCR type) will over charge when there are bad connections.Comment
