yes there is supposed to be oil in there, and yes, it sounds like the stator is shot!

the stator is fed from the main engine oil supply. when you refit the new stator and cover, check and top up the engine oil level as normal

              Small note:

When re-fitting the side cover, be sure the washers on the starter shaft are replaced correctly.

the stater is mounted to the cover so there is no need to take the starter off.

what he refers to is the shaft that holds the idler gear, which connects the starter to the main starter ring gear on the flywheel.
this shaft can, and often does fall out when removing the stator cover.
there are shim washers on this shaft that have to be replaced in the correct positions when refitting the cover

if you pull the shaft out that holds the starter idling gear, there should be a shim washer either side of it on the shaft. if you cant see one on the outer end of the shaft, look in the cover where it locates, sometimes they stick on the cover

so i got the new stater. but now im pretty sheer i need a regulator. 5v out of 2 legs and 3-5 out of the 3rd but when i throttle it up the 3rd drops past 0. i can run it with out the battery but im only getting about 8v on the terminals. eny 1 have a spare regulator for a 81 850gl this is frustrating

You did test stuff to arrive at this conclusion? of course you did!

Something is fishy with your voltage readings. If you fitted a new stator, the voltage readings on all 3 legs should be about 80 volts AC at 5000 rpm. Perhaps you are measuring on the DC volt range?

The regulator/rectifier's job is to convert the AC voltage output from the stator into DC volts and regulate it at about 14.5 volts DC.

If you are only getting 8 volts at the battery terminals, you have a problem in your charging system. Connections at stator to R/R connector as well as earth connections are probably dirty (corroded). Have you read the stator papers and done all the tests (see BassCliff's site)?

You have to get the whole electrical system clean and do diagnostic tests to determine exactly where your problem lies. You should not randomly replace parts in the hope that your problem will go away.
