Are there two filaments in each bulb? can you discern flashing when you activate signal?

From the factory, no. But a PO might have wired them up to do so. There are threads on this.

(Or the turn signal circuitry is messed up.)

Whether round or rectangular , front turn signals had two filament bulbs, with the weaker one the running light.
