I would rather trust my bike to a "QUACK" that KNOWS how to fix it rather than a book worm that THINKS HE KNOWS how to fix it.

Standard-type duct tape, in its common composition of a blend of fabric and vinyl, is generally non-conductive.
Its possible, and limited, conductivity may depend on the adhesive that is used in the particular brand purchased, but the normal composition does not conduct electricity at household voltages.
Duct tape should not be used for electrical repair because it hardens over time or exposure to weather, etc., and it cracks, splits, or unwinds, thus exposing the electrical wiring and connection beneath. It is also flammable, and that also should disqualify it from electrical application.A take-away:
