Your assumption is correct.
Next problem: where did it come from ?
What bike? I may have a freshly-rewound stator for you.

I thought it was "kaput" - I'd start wondering where that washer came from! maybe others are lurking. Does your stator still have a metal holdown holding wires tight against stator cover (on inside ) ?
Edit; I've got to stop following Steve around here.1981 gs650L

It's a 77 gs750 in my 78.
I polished my covers a month ago and can only assume (hope) that something fell on the magnet.
My hope is that it didn't hurt that magnet basket thing (yeah that's the technical name I have given that part) to bad.
So you say you may have a stator, go on.......

That really looks like a thrust shim for the starter idler gear. There should be one of those on either side of that gear (the one that falls out when you remove the stator cover).and God said, "Let there be air compressors!"

Starter works without them so probably won't use it.
Seeing as how I apparently was using it wrong the first time anyways
