Ahhh, ... so the weapon was "caution". Probably the best choice.

There is some slop in the mounting holes. Should be able to just loosen it up a bit to fix it.

But today, I managed to pull the broken needle off the '83 gauge, and the good needle off the '82 gauge using these:
