Welcome aboard...
BassCliff will be along with an official welcome shortly. But in the mean time here's a link to his site. There you will find a service manual for your bike and much more. I took a quick look at the wiring diagram and it appears the 1983 has an electroninc tach with the signal fed off the coils.

Yup, it has an electonic tach, if it is not working, check the wiring to it. If it is jumping around and not accurate, there are a couple of threads on how to repair the tach.

I replaced the rear spocket only with a 38 tooth sprocket, on the highway, it can cruise our a whole tank at 5000rpm at 120km/h. Around town, starting out in first is occasionally a challenge on up hills, the 38 is quite a bit smaller than the one that was on there. You also need to remove 3, I am pretty sure 3 links from the chain.
