    650 steering stem. Am I missing a pert

    So I'm putting my 650 steering stem back together, and I look at the parts diagram to make sure I put in the washer, #4 in the pic, that some guy's seem to forget. Well I put it in on the bottom, under the bottom bearing. But according to the diagram, there should be another washer that I don't have, or neither did the new complete stem that I got. It seems to go between the bearing's, but I can't tell where exactly.

    It seems to only be on the 650 diagram. I checked all other size bike's, and it's not there. If you take a look at the pic, it's part # 28. Where the hell is it supposed to go. Anyone have a 650 that actually had the washer #28 in it. Thanks.

    BTW. #3 is the lower bearing, and #29 is the upper bearing.

    It looks to me that #28 is a spacer washer for outer bearing race to ensure that when you tighten the stem, the inner bearing race is still free to turn.
