What is this spongy stuff on my sprocket cover?

What is this spongy stuff on my sprocket cover?
The sprocket covers on these gs1100e bikes have this thick coating of a spongy material. Why is it put there? To reduce noise from the chain? I want to get the cover chrome plated and need to know if it is OK to remove that gunky stuff to get it plated. Or is it recommended to keep that stuff on there? I will have to remove it to get it plated I am pretty sure. Is there a spongy product out there made for sprocket covers that I can buy? Thanks. Here is a pic:

It is just there to limit noise. No harm in removing it if you wish.Current:
Z1300A5 Locomotive (swapped my Intruder for it), GS450 Cafe Project (might never finish it....), XT500 Commuter (I know - it's a Yamaha :eek:)
Past:
VL1500 Intruder (swapped for Z1300), ZX9R Streetfighter (lets face it - too fast....), 1984 GSX750EF, 1984 GSX1100EF (AKA GS1150)
And a bunch of other crap Yamahas....
