If the stator is smoked, is it safe to assume that given my drain the R/R needs to go too?

And is my fuse problem a completely diff issue?

A bad diode in the regulator will damage the stator and could drain the battery as well. I would replace the RR with a honda no matter what since the stator is expensive and difficult to replace.

Search for Honda Regulator Mod for instructions on how to do that.

i would look at the fuse issue as different but contributory.
