My 450L project is getting a new, used set of E handlebars. My question is do I need to get shorter clutch and throttle cables or can I use the ones that I have?

You will probably need shorter cables, you may not. You may be able to take up the difference in roun=ting or just leave it "looped" out longer, I would suggest a set of "E" cables.

Some people will go to any lengths for cable. I still use a roof antennna.
Cable lengths on the bike? Take Dink's advice.
You can measure your need with a tape, but that can be tricky as you may not be certain in what position you will mount the new bars, and tilting them upwards or downwards by even an inch can make a difference if the cable length is limited.
