Have you had the carbs apart? Did you set the float heigth. If your starting without choke that would be a rich condition. Check choke linkage and cable slack. But that would be a rich condition which would darken your plugs.
I'd go with float adjustment but your conditions seem to conflict each other with no choke start and lean plug readings.1983 GS 1100E w/ 1230 kit, .340 lift Web Cams, Ape heavy duty valve springs, 83 1100 head with 1.5mm oversized SS intake valves, 1150 crank, Vance and Hines 1150 SuperHub, Star Racing high volume oil pump gears, 36mm carebs Dynojet stage 3 jet kit, Posplayr's SSPB, Progressive rear shocks and fork springs, Dyna 2000, Dynatek green coils and Vance & Hines 4-1 exhaust.

Hi
What air filter do you use ????
Idle mix is to fat if you can start without choke . Set mix 1.5-2.5 turn out.
try to rise needles 1 notch..

This sounds a lot like an airbox air leak.
I'd be mighty curious about your airbox/filter arrangements, specifically whether your airbox covers are nicely sealed with foam weatherstripping on both sides.
If your air filter works like the 850G air filter, ensure that the air filter frame has a good foam seal on the top. However, it works, make sure it's sealed so that air can only travel the way it's supposed to.
And maybe make sure the air filter foam has just a bit of oil on it. Don't soak it in engine oil or anything (which will cause a restriction and make it run rich) -- just a very light spritz of filter oil is all that's needed.
Another thought is that the valves are out of adjustment. Has this been attended to sometime in the last 4,000 miles?
And, of course, float heights could be far out of whack if you've installed new float needles or monkeyed with them recently. But you probably would have thought of that.1983 GS850G, Cosmos Blue.

I'm trying to remember how the fuel/air screw affects the plugs, but I'm thinking that you may need to screw them in to 1.5/2 turns from seated. Someone correct me if I'm wrong, but it sounds like your mixture screws are too far out.

Assuming stock airbox and exhaust, you should probably end up with them somewhere between about 2 - 2.5 turns out.
With the screws out even further, you're starting to use them to attempt to compensate for a too-lean midrange. This really doesn't work, and of course leads to a too-rich condition at idle. This has the side effect of a really easy cold start, but it'll idle way too rich after it warms up.
If the airbox and exhaust are stock and properly sealed, you do NOT need to make any other tuning changes to the carbs like raising the needles and such.1983 GS850G, Cosmos Blue.
