The bike was running great before I touched the clutch plates and really after, it was when I removed the tank to replace the clutch cable that I ran into problems.

How were the plugs fouled? Oil or carbon?

It looked like they were worn and fouled by carbon, they were also wet from the non combusting fuel

Maybe your float needle screens decided to clog up when you changed your clutch. Or debris from the tank decided to rest on the float needle, possibly fouling your plugs.
