How to remove IG coils from GS1100

This is driving me crazy. I have everything off the frame prior to powder coating execpt the coils - but the coil retaining bolts (there are 4) spin without unscrewing.

The bolts have a lower 10mm nut, a 10mm nut half way up and a philips head. I've tried holding all 3 at the same time but STILL the lower nut won't come off.

    What am I doing wrong?

Thanks for the pic. Nut 21 is the one that should screw off. BUT on the coils I have the nuts is on the bottom.

I still don't know what I'm doing wrong. I'm looking for a "been there / done that" hands on tip.

Sorry for no "been there done that" but I've never had a problem removing coils. I was just hoping the pic would help. :-D
What year and model of bike do you have? Are the coils stock?

Tried to unscrew mine from the top thinking they were captivated nuts. In the end had to take the lower nut off and the middle nut holds the bolt in place to the coils.

Put a philips in the top and then undo the bottom nut, should be easy.
