Automatic transmission fluid or rust penetrant spray (like PB Blaster) would be a good start.Ed
To measure is to know.

plugs out and get the cam cover off
I like bel rey 6 -1 spray oil get plenty down the plug holes and on the camshafts.,
big wrench on the ignition end of the crank work it back and forth
if that does not work take the cams out and use the camchain to get better torque to turn the crank/pistons
after that it is a total disassemble project.
it is gonna smoke big time if the rust got in the surface of the cylindersSUZUKI , There is no substitute

We used to pull the plugs and squirt "Magic Mystery oil" or a light penetrating oil in the cylinders and let it sit for a day or two then slowly try to turn over engine by hand (pull right side cover and use the appropriate socket(17mm?) and 1/2" drive breaker bar if you have it on the crankshaft). If it doesn't turn I would repeat again before giving up and tearing engine down.
I would not use the kick start(if it has one) or electric start yet. If it starts turning freely for a dozen or so revolutions then clean the plugs and put back in. Try to start the bike and run for 10-15 minutes under 2-3k rpm. May be pretty smoky at first out of the exhaust. Shut off and drain and replace with new engine oil. Then start to work on tuning the carbs, adjust valves, etc...

That's right, any kind of penetrating oil. Put it in the sparkplug holes today, tomorrow, & the next day. Then put the bike in 5th gear, spark plugs removed, release the clutch & rock the bike back & forth till engine turns. After it brakes loose, keep plenty of oil in the cylinders, thru the sparkplug holes, while turning engine, as no oil will get to cylinders just by cranking with kick starter.1983 GS1100E, 1983 CB1100F, 1991 GSX1100G, 1996 Kaw. Diesel down the plug holes every day for the next three or four days. Then try and get it to release by rocking back and forth in top gear. Drain & replace the oil before trying to start it, as the diesel will have thinned the oil dramatically. Diesel is very good for penetrating and is cheaper than penetrating oil (at least it used to be, not so sure any more).

what's the old mix 50 acetone/50 atf?
Tapping on the outside of the cylinders sometimes helps the creap feature of the penetrant.
Use a rubber mallot or a block of wood to cushion a steel hammer.
I've revived many lawnmowers by rocking them, but again, they don't rev over 4G max under normal operation.
