I believe it's a proper tender. Not sure though. I bought at my local cycle store at the end of fall last year. Question, I was able to get the engine to crank yesterday. The day before that I was unable to get power when the clutch was being pulled, which is why I started this post, but that is no longer an issue. Is the concern regarding my battery, referencing the fact that I couldn't get the engine to turn over?

If it wont turn over it is presumably electrical (such as the battery). When you are not using the bike during winter you should disconnect the battery. You can then recharge it in spring if it needs it. Leaving it connected if the bike is not being started is pointless and shortens the life of the battery.
